Runtime cluster setup

A runtime cluster consists of one or more runtimes installed on multiple machines. The runtimes on the machines are grouped together to collectively form a runtime cluster node.

A runtime cluster is a single-tenant runtime that allows for multiple runtime processes to run concurrently. Runtime clusters consist of multiple nodes installed on multiple local machines. Grouping of the nodes on the machines forms a runtime cluster.
